[NIFL-WORKPLACE] looking for weblinks re:workplaceliteracyprogram RFP for Afghan police

Here are some questions the RFP writer needs to keep in mind when creating
the RFP:
The writer needs to be clear about
-- Whether the goal to build a literacy system that can continuously offer
workplace literacy, or the goal is to develop a set of literacy skills with
a one-time set of learners?
--Whether the goal is to carry out something that already exists, or to
create something from the ground up, for example developing materials,
printing them, etc...
--Whether the goal is to have the contractor design an appropriate system,
or will the RFP provide a model that a contractor will carry out?
---What kinds of scale (numbers of learners) are expected as a result of the
project?
---How will they know if the work has been carried out to satisfaction?
---Will the program have to attract participants, which entails all sorts of
work, or are the police waiting for this program?
---What is the preexisting relationship with the police administration?
---What role is the contracting agency going to play?
---Where is the work to be done (geographic regions and physical locations),
or is the contractor supposed to propose where?
---What is the time frame for the work?

Hi,

Good clarifying question, Barb. And thanks for the USAID idea.

I'm trying to rustle up some help for a person who is designing a _Request_
for Proposals regarding workplace literacy for police in Afghanistan. This
is not for the response to the request.

Any more idears out there?
