The International Correctional Education Association conducted a 3 state
study into the effective ness of Correctional Education programs on reducing
recidivism. The study looked at Ohio (large state), Maryland (medium state)
and Minnesota (small state). The offender population was followed for 3
years after release from the system.

http://www.ceanational.org but the data clearly showed that participation
In correctional education programs made a significant impact on recidivism
in each state. In Ohio, there was a 24% reduction in recidivism and a
parallel reduction in re-arrest.
So well conceived and administered programs can and do make a difference.
