Here's a resource from the UK I just ran across that looks helpful.

Safer practice, safer learning - 2007 (UK) http://www.niace.org.uk/publications/S/SaferPractice_Handbook.pdf

This UK resource (64 pages) from NIACE will be useful for providers who work with vulnerable learners. This is a omprehensive resource taking a systems approach to all areas where providers have to adjust or adapt procedures or aspects of the learning environment.

Safer Practice, Safer Learning offers guidelines to education and training providers on producing supporting policies and procedures, as well as suggestions for raising awareness of abuse with strategies to deal with it among staff and learners. Most importantly, this guide recommends creating a 'safer' learning environment that promotes well-being and security, essential for all learners and all staff.
