Katherine:  

I think that we are addressing both. However, ethnicity covers only the
elements that you describe, to me race covers both ethnicity and racism.
Also, ethnicity, as in language and culture, is sometimes independent of
racism but sometimes it is directly linked to it. It could be argued
that ethnicity also covers racism. However, as I said before, race names
it and unmasks it.

ethnicity (or place of origin) affects learning and teaching?  Yes,
racism 
can be part of this no matter which word we use, but can we say that the
