Hi George,
In training trainers, giving them the broadest possible view allows them to
address situations that don't fit the 'norm' -or poverty in this case. What
if the training were to be approached from a cultural perspective? By
cultural I mean not only nationality but rural vs urban, drug using vs not,
homeless vs not, professional vs not, religious vs not, migrant vs not.
While the incidence is recognized as high in children living with poverty,
trainers that are only instructed based on this assumption, may tend to
downplay the incidence of abuse in those that are not necessarily
impoverished. This could impact the knowledge and perceptions of those
being trained. Other high risk groups are children with special
needs-physical, emotional, medical or those that are non-English speaking
(in the US). Children in homes with substance using parents are also at
high risk, as substance abuse isn't limited to any specific age or income
level.

f you're dealing with child abuse and neglect, you are probably dealing with
poverty. If you haven't already done so, I encourage you to become familiar
with A Framework for Understanding Poverty, Bridges Out of Poverty, etc. If
you'd like more info, just let me know. Without this framework and
understanding, we will continue to be mired in middle class hidden rules and
not address the real crisis. The framework crosses international
boundaries.
