Aletha,

This is  my second note on the topic, the first was not well thought  
out, and I came through as a crab, I am sure.  A useful book in the  
vein you suggest is "Saving Bernice, battered women, welfare, and  
poverty,"  by Jody Raphael.  I've got one more, if i can find it.
