Value of States Share of Employees Retirement: 18.46% of Pay Opening Date: January 10, 2008 Closing Date: January 25, 2008 JOB DESCRIPTION: This is professional services work in Adult Education and Family Literacy to assist and facilitate the establishment, continuation and improvement of quality educational services for adults in the state of Maine through the management of state and federal programs, and the provision of leadership, technical assistance and professional development to enhance school improvement to ensure learning by all students. The position provides leadership, grant management, and technical assistance to grants provided under: the Workforce Investment Act of 1998, Title II-Adult Education and Family Literacy and No Child Left Behind Act, Title IB-Even Start; provides leadership and policy development for all State funded programs, such as high school completion and college transitions; and oversees all adult education professional development. Work is performed under limited supervision. MINIMUM QUALIFICATIONS: To qualify, candidates must have a Bachelor of Arts/Science degree in education or adult education, and four (4) years professional level experience in administering adult education programs. A Masters degree in education or adult education may be substituted for experience on a year-to-year basis. CURRENT VACANCY INFORMATION: The Department of Education has one (1) full-time anticipated vacancy based in Augusta. Statewide travel required. REPRESENTATIVE TASKS: Assignments include but are not limited to the following: ? Administer the federal Workforce Investment Act of 1998, Title II, Adult Education and Family Literacy Act including organization and writing of Maine State Plan for Adult Education, budget development, management of the request for proposals process, grant management and negotiations, grant proposal writing and design, program development and evaluation, staff development, technical assistance, internal and external consulting, data analysis and report writing. ? Administer the Even Start Family Literacy program involving supervision of contract for staff development, design, implementation and evaluation of discretionary grant process, knowledge of federal legislation and guidelines, communication with U.S. Department of Education, supervision of grant readers and raters, determination of grant awards, technical writing and research, program evaluation. ? Assure compliance with State and federal legislation including the administration of the discretionary grant process, overall grant management, State plan development and annual performance reports, and state leadership functions. ? Oversee State policy and funding for adult education including adult high school completion, career and technical education and workforce training and re-training, basic literacy, college transition, professional development, reporting, and program monitoring. ? Work with U. S. Department of Education, the Bureau of Employment Services, the Maine Department of Labor, the Maine Department of Corrections, public school adult education programs. the University of Maine, Director, Center for Adult Learning and Literacy and other partners to achieve the goals of the adult education and family literacy program. ? Represent the Department of education in matters pertaining to adult education and family literacy. KNOWLEDGES, SKILLS AND ABILITIES REQUIRED: These are among the requirements to successfully perform the work assigned. ? Knowledge of adult education history, development, principles, issues, programs, practice in Maine and in the nation. ? Knowledge of adult and family literacy including adult learning theory, subject matter, current issues and trends, research, program administration, teaching methods, materials, funding sources, state and federal rules and regulations, compliance issues, evaluation issues at the state and federal level. ? Knowledge of research in adult and family literacy and the ability to interpret and apply information to current programs. ? Knowledge and understanding of US Education Department General Administrative Regulations (EDGAR). ? Knowledge of federal laws, rules and regulations regarding the Workforce Investment Act of 1998; and Title IB of the No Child Left Behind Act. ? Ability to provide leadership to 109 public school adult education programs ? Understanding of quality curriculum and assessment for adult learners, including knowledge of the adult education standards framework, Equipped for the Future (EFF) and its relationship to Maines Learning Results. ? Ability to manage complex programs. ? Ability to communicate effectively orally and in writing. ? Ability to establish and maintain effective and collaborative working relationships.
