Maine State Prison Principal

I have been the Principal of the Maine State Prison for the past year
and a half. It has not taken me long to identify that much of this
population has special education needs. However I have tried,
unsuccessfully, to pull in resources appropriate for identification and
strategies to work with my inmates. Funding is a major issue as well as
current staffing, which is affected by funding. How do I deal with a
major need under these conditions?
