Even though the primary audience is K-12, I'd suggest spending time at
http://webquest.org . I think looking at the webquests there and the
resources gives one a better understanding of what a webquest truly is.
Some of the webquests are adaptable. I've written several webquests and I
think that mine would fit adult education. For example, I have one on car
buying as an introduction to using Excel:

One problem with anything on the web is that sites change and links need
to be updated. I haven't done that with the first and the second is on a
university site that none of us can access any more. That's a problem,
isn't it?
You might want to also Google Tom March and Bernie Dodge. Bernie Dodge is
the one who manages webquest.org. Tom March worked with Bernie and the
BlueWebn people and then leveraged his experience to go to Australia and
launch a career there in educational technology. http://tommarch.com
Looking at his site reminds me of Filamentality, a site that enables you
to put together a web quest, treasure hunt, etc. very easily.
