This is a Federal Excepted Service Position. Salary will be based on
background and experience.
The Institute is authorized by the Adult Education and Family Literacy Act
(AEFLA) to provide "national leadership on literacy, coordinat[e] literacy
services and policy, and serv[e] as a national resource for adult literacy
and basic education programs." The Institute is now planning new lines of
work in a variety of areas, including English language skill acquisition
and workforce/workplace literacy and basic skills development. The
Institute seeks to play a more active role in federal services that promote
adults' acquisition of literacy skills associated with work, especially by
planning joint activities with the Department of Labor. In particular, the
Institute seeks to become involved in this issue across all systems that
serve adults seeking to improve their skills, including the public
workforce investment system, community colleges, community-based programs,
and the publicly funded adult education system.
To carry out this agenda, the Institute seeks a staff member to serve as a
nationally recognized expert in workforce literacy and basic skills
development.

DUTIES AND RESPONSIBILITIES

o Serves as nationally recognized expert in workforce literacy and
basic skills development and provides information and expert analysis to
the Director on those areas.
o Facilitates the development of an interagency agenda to promote and
improve the effectiveness of literacy instruction in workforce development
programs, and other federal systems. Builds partnerships and collaborates
with interagency colleagues to ensure maximum interagency benefit from the
Institute's investment in this area.
o Develops and administers grants and contracts required to support
assigned program areas and reviews contractor's performance of those tasks.
o Builds relationships with and assures the active involvement of
experts and organizations that have the knowledge and experience to advance
the field of early childhood literacy and help the Institute achieve its
goals and objectives.

QUALIFICATIONS

Education:
An advanced degree is required. An earned doctorate is highly desirable.

The following are REQUIRED qualifications:
SKILLS AND KNOWLEDGE:

o Demonstrated skill in project management, including planning and
implementing projects, writing business cases, developing outcome measures,
and collecting data.

o Demonstrated skill in building partnerships and collaborative
working relationships with government and non-government colleagues to
ensure maximum benefit to the Institute and maximum impact of its projects.

o Develops and administers grants and contracts required to support
assigned program areas and reviews contractors' performance of those tasks.

o Comprehensive knowledge of adult literacy and basic skills service
delivery systems, including adult literacy, the public workforce investment
system, and other Department of Labor programs, and workplace literacy
program models.

o Mastery of literacy and reading development theories, principles,
and practices sufficient to assure that Institute projects concerning
workforce literacy and basic skills make valuable contributions to the
government's involvement in promoting and improving services.

o Knowledge of research methodology sufficient to represent the
Institute in meetings of researchers; review and comment on the
methodologies and findings of research studies and reports; and develop and
implement projects such that they meet rigorous standards for quality.
