[NIFL-WORKPLACE] DOL LEP Data

The Employment and Training Administration of the U.S. Department of Labor
(DOL) has released a special tabulation of 2000 Census data on LEP
populations as a resource for One-Stop Career Centers and their education
and job training partners.

The data are broken out for 39 Census languages and are disaggregated by
state and by local workforce investment areas within states (LWIAs).
Census information for each state and LWIA is divided into three tables:
· Table 1: Persons over age 5 who speak a language other than English
at home (broken down by 39 census languages) contrasted with their
self-reported level of English proficiency.
· Table 2: Persons over age 18 who speak another language other than
English at home contrasted with their self-reported level of English
proficiency.
· Table 3: Data on a foreign-born person's year of entry, level of
educational attainment, employment status, occupational categories,
household and median income, poverty status, and linguistic isolation
contrasted with their self-reported level of English proficiency. This
section includes data on LEP persons, as defined by the Census Bureau, as
individuals who reported that they did not speak English "well" or "at all."

Every LWIA census file includes three references to make it easier to use:
· An introduction page that describes each of the three tables and
provides Excel tips.
· A reference guide that shows samples of each table.
· A glossary of terms used in the tables.
