West Virginia is one of several states working on a work-based credential. Several other states have already adopted such a credential (Virginia, Kentucky, etc.). The credentials are based on the ACT WorkKeys assessments in Reading for Information, Locating Information, and Applied Mathematics. WorkKeys is the only assessment I know of that is both recognized by business and industry and meets all EEOC and Fair Hiring Standards guidelines.
