Workplace Literacy Educators,
There were a multitude of resources released this week that will
be of interest to you. I would like to call special attention to the
first two resources. The first is a report by one of our list members,
Barbara Tondre-El Zorkani, "Charting A Course: Responding to the
Industry-Related Instructional Needs of the Limited English Proficient".
If you have responses to that report, please post them to the list and
we'll hope Barbara will be willing to join in the discussion.
The second resource listed below is the Workbase descriptor bank
project. It will take a while for you to fathom what all is available as
a result of this project! And by the way, if you haven't visited the
Workbase home site in a while, there are new resources throughout and it
is well worth your time.
As before, remember that if a URL wraps to the next line, it may
be necessary to cut and paste the two halves into your address box to
get to the site.
You must register to use ASTD resources (see the second to last
resource below), and only part of the resources on the site are
available without being a paid subscriber. I'm registered as a user,
but not as a paid subscriber, and I only list ASTD resources that are
free in the Thursday resources.

>From Texas Center for the Advancement of Literacy and Learning, a new

report by one of our own list members, Barbara Tondre-El Zorkani,
"Charting A Course: Responding to the Industry-Related Instructional
Needs of the Limited English Proficient"
The response of Adult Education to the legislative mandate,
labor market information, input from business and industry, and
interagency dialogue focuses on that segment of the Texas worker
population hardest to serve - the limited English proficient. It
concludes with recommendations to Adult Education and its workforce
partners for an interdependent response to the state's needs for a
workforce with access to a continuum of education and training
opportunities. The report provides the foundation for development of
curricular responses to Rider 82 in three industry clusters: healthcare,
manufacturing, and sales and service. It is also the cornerstone for
professional development opportunities being offered to Adult Educators
throughout the state. This summary report of findings was assembled in
an effort to chart a course for Texas LEARNS response to Rider 82 (79th
State Legislative Session).

Workbase launches the descriptor bank project on-line resource, the
results of a year long research and development project about workplace
literacy and industry training in New Zealand. Descriptors are short
descriptions of the literacy skills that underpin unit standards -
including reading, writing, speaking and listening, numeracy and
critical thinking. The descriptors come with examples and features that
help explain the skills. They also come with ways to help trainees
develop those skills. Together these make up the descriptor bank.

Reich on the Unprepared Workforce
Fifteen years ago, in a book called The Work of Nations, Robert Reich
used the term "symbolic analyst" to describe the top tier of the
workforce - people who manipulate information to solve problems. He was
talking about the new workforce elite, the knowledge worker. As
Secretary of Labor under President Bill Clinton, he was one of the first
prominent public figures to argue that an investment in employee
learning paid off in improved performance.
