Good Stories Aren't Enough: Becoming Outcomes-Driven in Workforce
Development

Workforce development organizations are more and more focused on
achieving and documenting performance outcomes; yet managers frequently
face a challenge getting buy-in from frontline staff about collecting
and using data-not only to satisfy funders' needs but to improve
services. Good Stories Aren't Enough looks at the experience and
learnings of six organizations as they focused on becoming more
outcomes-driven. It identifies practical, hands-on strategies to
increase staff involvement and communication around data, so that what
at first seems like "impersonal" information becomes a useful tool to
better meet job seekers' and employers' needs.

What is a Skill Shortage?
This report is part of a suite of research projects entitled 'A
well-skilled future: Tailoring VET to the emerging labour market'

consortium of researchers from the National Institute of Labour Studies
and the Centre for Post-compulsory Education and Lifelong Learning. This
report aims to clarify the term 'skill shortage' and to explain how
skill shortages can be resolved naturally by market forces. It also
provides some guidance on determining when a skill shortage requires
public-policy intervention.

Strategies to engage older workers in literacy learning - 2004 (Aus)
This Australian research report, from another National Innovative
project, outlines the results of a pilot study on older workers. The
aim of the study was to elicit from the older workers the strategies
they implement to improve their learning and to then design and evaluate
a model for delivery with older workers/learners.

Taking the lead: A national WELL strategy for the services industries -
2006 (Aus)
Taking the Lead is a strategic project funded through the WELL Programme
in Australia. Service Skills Australia conducted research to identify
the key elements to embedding language, literacy and numeracy skills
into training and assessment practices for the services industries. The
eight key recommendations form the basis of the strategy detailed in
this report.

Trainer's implementation guide to Training for Employment in the
Transport & Logistics Industry - 2006 (Aus)
This huge Australian resource (272 pages) consists of a trainer's manual
and component parts. The most useful part is the learner's workbook
which covers all aspects of pre-employment training in the Australian
transport industry. Some of the other parts of the resource are not so
relevant to New Zealand.

Adult Education in America, a new study funded by OVAE, was released by
the Educational Testing Service (ETS) February 27, providing a
comprehensive picture of federally supported adult education activities
in the U.S. Data from more than 6,000 adult learners in 1,200 programs
nationwide revealed that a large share of learners demonstrated skills
in the lowest level on proficiency scales. This is the first nationally
representative study of learners and programs using comparable measures
to assess participants' literacy and numeracy skills. The survey is the
first allowing researchers to compare adult education students' skills
to those of the general adult population. The study also marks the
first time a large-scale measure of literacy skills was conducted in
both Spanish and English. An interactive data tool also is available.
