We looked at this same issue a few years ago in Ohio.  We had representation from business and industry on our Workplace Education Committee that also believed we should avoid the term 'literacy.'  I would look at, Workplace Basic Skills; Workplace Readiness; or Workplace Foundation Skills as some options for an alternative title.
