Below find the Thursday Resources for this week.

It has been a while since I last offered to send out the complete list
of resources that have been included as Thursday Resources. I do have a
listing of all that have been included that I will send to anyone
individually on request. I will send it as an attachment in Word
format. As you can imagine, by now it is quite long, 37 pages in the
version including the titles, abstracts, and links and 16 pages in the
version with the titles and links only. I'll send what you request,

"Vocational education and training for adult prisoners and offenders in
Australia: Research readings"
This book of research readings provides clear evidence that adult
prisoners and offenders who participate in vocational education and
training (VET) during their sentence are less likely to re-offend. A
reduction in recidivism represents significant cost savings to the
community. This book highlights recent improvements in the delivery of
VET for adult prisoners and offenders in Australia.

"An enterprising approach to regional growth: Implications for policy
and the role of vocational education and training"
This report explores patterns of regional economic growth in Australia
over
the period 1984 to 2002 with the aim of identifying the drivers of
variation
in regional growth; the research also aimed to identify regional
opportunities and the policies and practices that can assist in
realising them, in particular, the contribution the VET sector may make
towards regional growth. The research found that human capital,
especially 'enterprising' human capital, whereby individuals take
responsibility for action, is the key driver of regional growth.

"Pre-apprenticeships in three key trades"
This report looks at whether pre-apprenticeships increase the potential
supply of tradespeople, with a special focus on electrotechnology,
automotive and engineering students. It found that pre-apprenticeships
have been used in Australia for many years and are widely regarded as a
valuable strategy for increasing the supply and quality of potential
apprentices. Pre-apprenticeships are favoured by employers because they
weed out unsuitable candidates and improve retention, while apprentices
see them as a useful way of gaining experience in the trade.

"Some Reflections on the Eleventh Anniversary of Welfare Reform"
Last month was the eleventh anniversary of the federal welfare reform
law, the Personal Responsibility and Work Opportunity Reconciliation Act
of 1996, which marked a turning point in the political debate about
shifting public assistance toward a system of temporary support with a
concerted focus on moving recipients into the labor force. What have we
learned about the effectiveness of welfare-to-work programs, and what
challenges remain for those who have left welfare, as well as for those
who are still on the rolls?

"A New Approach to Low-Wage Workers and Employers: Launching the Work
Advancement and Support Center Demonstration"
What does it take to help people who hold low-wage jobs climb the
economic ladder while simultaneously meeting labor market demand and
employer needs for more skilled workers? MDRC's Work Advancement and
Support Center (WASC) demonstration will test an innovative approach
designed to achieve both these goals by fostering employment retention
and career advancement for a broad range of low-earners, including
reemployed dislocated workers (those who, because of industry
restructuring, now work in significantly lower-paying jobs than they
previously did).
