I agree with Jodi Crandall's and Julie Strawn's definitions. If the
event at COABE is going to focus only on incumbent worker
training/education done in the employees' place of work, you should
probably use the term "workplace" education. If you are going to focus
on work-related education more broadly (which can include education for
incumbent [employed] workers as well as job-seekers [unemployed]), the
broader term of "workforce" is more appropriate.
Though I'm not sure I can go to COABE (limited budget!), I think this
kind of event is important. As has been said previously on this
listserv, the conferences which formerly allowed adult educators to
discuss work-related learning issues have dwindled over the past decade
or more. Though this discussion list has helped fill the gap a bit,
work-related basic education needs mechanisms for professional
development, sharing and development of resources, and policy
discussion. Maybe the COABE event should focus on not just the practice
of work-related basic education but on the question of how can we
re-build national- and state-level systems for work-related basic
education, especially now when (a) we are getting a new administration
at the federal level, (b) the need for a well-trained workforce
continues, and (c) the economy presents both tremendous challenges and
opportunities for adult educators.

I agree. Workplace connotes training that has been designed for a
particular employer/workplace, whereas Workforce refers to more general
employment-related training, including programs that do not focus on any
one workplace or even job, but also those that seek to help individuals
find and maintain jobs with family-sustaining wages.
