Connecticut has had to be careful about its semantics in terms of
workplace and workfoce education. I concur with Barbara. We have
allocated our federal WIA dollars to workplace education which is on
site, contextualized instruction that meets the particular needs of
employers and their employees and workforce preparation which focuses on
preparing adult education students either incumbent workers or not, for
the twenty-first century workplace.

I agree. Workplace connotes training that has been designed for a
particular employer/workplace, whereas Workforce refers to more general
employment-related training, including programs that do not focus on any
one workplace or even job, but also those that seek to help individuals
find and maintain jobs with family-sustaining wages.
