Dear Workforce3 One Community:
Welcome to the October 2008 edition of Driven by Demand, Workforce3
One's news and information update. There is no doubt that most parts of
the country are experiencing the effects of the current economic
downturn. The services provided by publicly funded workforce system are
the first line of defense in economic recovery efforts. Responding to
jobseekers' and businesses' workforce needs in an expeditious way is
extremely important. In addition, partnerships between and among those
engaged in workforce preparation, education and economic development are
critical. The sharing of best practices among principals in these
systems is what Workforce3 One is all about.

In this issue, we have highlighted a number of creative partnerships at
the state, regional and local levels. We also have noted a number of
national workforce information tools and resources that can be used by
jobseekers, businesses and system experts. We have provided a fact
sheet and link to the final regulations just issued for the National
Apprenticeship System. And, we are taking an opportunity to provide
some early information on an upcoming Employment and Training
Administration-sponsored Reemployment Services to be held in January

The U.S. Department of Commerce has launched an interagency Web site
EconomicRecovery.gov

designed to help get individuals on the road to economic recovery. The
Web site will be a resource for the latest information about important
economic issues, and what the U.S. Government is doing to strengthen the
economy and restore prosperity.

Workforce3 One is aware that a number of States have developed - or are
developing - websites to assist their citizens in weathering the
economic crunch. Arizona

recently introduced such a page. If you would like to draw attention to
a special site designed to assist those in your State, please consider

* One-Stop Career Center in Central Florida Video.

You Tube, is short video about the various services that are provided to
individuals at the One-Stop Career Centers in Central Florida. The total
length of the video is just over 5 minutes.

* On-Line"Tutorials" to Assist in the Building of Competency
Models and Career Ladder/Lattice.

Training Administration has released two on-line "tutorials" designed to
assist the workforce community in building competency models and career
ladder/lattices. These interactive tools let strategic partners build,
save, and download materials that assist business, educators, and
workforce professionals in identifying the skills and critical
developmental experiences individuals should acquire to progress
successfully through 21st century careers.







Inside Workforce3 One: National Workforce Information Tools



Below are a number of tools and resources developed by the federal
government and national organizations that are geared towards helping
individuals and businesses understand and use reliable workforce
information.

* Your Economy Website.

alse> Developed by the Edward Lowe Foundation, YourEconomy is a free
research tool that enables visitors to take a closer look at business
activity in their local communities-and across the United States.

* Longitudinal Employer-Household Dynamics (LEHD) Data Tools.

alse> Longitudinal Employer-Household Dynamics (LEHD) is an innovative
program within the U.S. Census Bureau through which staff utilize modern
statistical and computing techniques to combine federal and state
administrative data on employers and employees with core Census Bureau
censuses and surveys. Accessible through the LEHD website, the Bureau
has created five data tools to assist in analyzing workforce and
economic information. They are:

* The Community Economic Development (CED) HotReport.

use portal that can instantly obtain multi-faceted views of local and
regional conditions using graphs, maps, tables and dynamic text. The
HotReport can provide community and business leaders with quick access
to information tailored to economic development decision-making.
* The QWI (Quality Workforce Indicators) Online Analytic
Tool. <http://lehd.did.census.gov/led/datatools/qwi-online.html> This
tool produces 29 labor force indicators with eight of them published by
Census in QWI Online. Some of the questions it answers include: "Where
are the workers in my industry and county? How much are workers like
mine paid? How does the turnover for other firms in my industry compare
to my workplace?" for employers; or, "Where are the jobs? How much can I
expect to be paid in different industries? (and) How long can I expect
jobs to last?" for workers and job seekers.
* OnTheMap

mapping and reporting application that shows where workers are employed
and where they live along with companion reports on worker
characteristics and optional filtering by age, earnings, or industry
groups.
* The Industry Focus Tool.

industries in their local area and for local workers, focus in on a
particular industry to see how it ranks among top industries, and also
review the characteristics of workers in that industry.
* e-Learning Modules.

illustrate the use and functionality of the website, QWI Online,
Industry Focus and OnTheMap. Each e-Learning module lasts approximately
10 minutes, features voice-over and animation, and utilizes a relevant
scenario to display tool features







Inside Workforce3 One: Innovations in Action



* Southeast Indiana "Dream It Do It" Campaign.

Statistics reports that the U.S. will face a skilled worker shortage of
8 million people by 2010, with that number growing to 14 million in
2020. The National Association of Manufacturers (NAM) has reported that
90 percent of surveyed members reported that they have trouble finding
qualified workers and half said they have left jobs unfilled because
they could not find qualified people. This article describes Southeast
Indiana's "Dream It Do It" campaign and The Advanced Manufacturing
Network of Excellence which is a key component.

* Supporting Entrepreneurship in Regional Economies Selected
Resources. <http://www.workforce3one.org/view.cfm?id=5769> This
document lists a number of resources that highlight entrepreneurship.







Final Apprenticeship Regulations Issued





On October 29, 2008, the Employment and Training Administration issued a
final rule <http://edocket.access.gpo.gov/2008/pdf/E8-24917.pdf> to
update regulations for the National Apprenticeship System. These
changes to regulations first promulgated in 1977, as 29 C.F.R. part 29,
establish a modernized regulatory framework that:

* Promotes apprenticeship and advances the National Apprenticeship
System,
* Protects the welfare of the apprentices,
* Provides consistency across administration and management of the
system to enhance program quality and performance, and
* Creates flexibility within the apprenticeship model and aligns
it with the needs of a new generation of workers and a broad range of
employers.
